The ranking was influenced significantly by the city’s historical and social factors, as well as supportive government policies. The study, titled Top Cities for Women in India, is the result of a year-long effort that includes an algorithmic assimilation of data from over 200 sources, including the current ease of living index, the Periodic Labour Force Survey, the national census, crime records, the National Family and Health Survey, the Ministry of Women and Child Development’s annual report, the International Monetary Fund, and Avtar’s primary research with employer organizations and women. The other four cities in the top five are Chennai, Bengaluru, Pune, and Mumbai, demonstrating the southern dominance in the rankings. Delhi has entered the top ten for the first time, ranking eighth. The report sheds light on the ongoing difficulties that women face. Around 32% of women felt unsafe, while 21% were concerned about going out after 8 p.m. Around 31% of respondents felt they were judged based on their clothing choices, while 30% had mixed feelings. The index was built on three pillars: social inclusion, industrial inclusion, and citizen experience. According to a group statement, these metrics were used to evaluate the external social environment, organizational workforce inclusion, and women’s experiences through surveys and focus group discussions (FGDs). Dr. Saundarya Rajesh, founder and president of Avtar Group, said at the study’s launch, “The fact that the south and west regions are more women-friendly is not surprising, given the politico-historic context of these regions.” Because of their high Industrial Inclusion scores, cities such as Hubli, Nagpur, Ahmedabad, and Coimbatore are emerging as promising hubs of women’s employment.
